Many of us went through same process. You didnot disclose the state you are in. It depends on the state.

I would suggest you to call any community college and let them know your situation. I think they will accept you.

 

You can join community college (associate or undergrad degree), no problem even if you have a master's degree. It will only help to save your F1 status. If you have master's degree already, you will not have another chance to get OPT or CPT until you finish your PhD. I hope you got now.
