It depends upon the nature of the business. As you have mentioned that you are thinking of business related to technology - make sure you get enough skilled manpower. You need to do extensive research about market. For business related with technology it is worth to look on to the hidden market , i.e. piracy. Does it hamper your business.

One of my friends has a software development company with 40 engineers. He has pretty good orders in place from multinational companies but the problem is to get capable computer engineers. In Nepal we can get fresh Engineers to work for us,  they are hired as trainee and work for a year or so before they fly abroad for study.It takes considerable amount of time and money to prepare an engineer  to work for you and once you invest that much money on one individual, you would like he/she works for you for 5 years. It is not the case.

Other things you should look on is electricity, at present Kathmandu is bearing 42 hours of electricity cut in a week. Can you manage your business without electricity and/or how much does it cost for alternative.

I don't think one should be worried about the government and bureaucracy. Once you are in business, you will come to know how to handle them.
