It looks like they are drivers (Sawari Shakha) who have no work between office hours . They pickup the bigshots in the morning and drop them off in the evening. Not only Griha Mantralaya most of the govt and corporations drivers pass their time that way. I understand it is illegal but I am not surprised.

this is the reality in every government offices, where employee working there are not concerned for thier work, but instead want to spent their time by playing cards, ludo and watching tvs.....what the hell the country is doing employing such kind of stupid jerks and paying wages and bonuses???? this is only the small evidence which shows reality behind the corupted world.....listen to lazy morones, and jerks thanking their senior officials for providing tvs and ludos for their free time...is the officials or the whole system stupid and corupted to keep quite and remain unntioced????wondering what is the condition on other offices and rest of the country.........
